I greet all of you who belong to the world of work, in the variety of its expressions. Unfortunately, there is also the negative one, that is, the difficult, sometimes distressing, situation of lack of work. Thank you for your welcome!

You are represented by different social partners, often in the midst of bitter questions, but you have learned that only together can one get out of the crisis and build the future. Only dialogue and mutual competences can make it possible to find effective and innovative responses for everyone, including the quality of work, in particular the indispensable welfare . That's what some call the "Emilia system". Try to carry it forward. There is a need for stable solutions and able to help look to the future to meet the needs of people and families.

In your territory a cooperative experience has been developed for a long time, which is born of the fundamental value of solidarity. Today it still has a lot to offer, even to help many who are in trouble and need that "social elevator" which according to some would be completely out of use. We never plead for solidarity with the logic of financial profit, also because that's how we take it away - I might say we rob it - to the weaker ones who need it so much. Seeking a more just society is not a dream of the past but a commitment, a job that everyone needs today.

The situation of youth unemployment and that of many who have lost their jobs and are unable to re-enter are realities that we can not get used to, as if they were just statistics. And this is the temptation.

Welcoming and struggling with poverty are largely through work. It does not offer real help to the poor without finding work and dignity. This is the challenging challenge, as in the years of rebuilding after the war, which so much poverty had left. The recent "Work Pact", which has seen all social partners, and even the Church, sign a common commitment to help find stable answers, not alms, is an important method that I hope can give the fruits hoped for.

The economic crisis has a European and global dimension; and, as we know, it is also an ethical, spiritual and human crisis. At the root there is a betrayal of the common good by both individuals and power groups. It is therefore necessary to remove the centrality of the law of profit and assign it to the person and to the common good. But because this centrality is real, effective, and not just proclaimed in words, it is necessary to increase the opportunities for decent work. This is a task that belongs to the whole society: at this stage in particular, the whole social body, in its various components, is called upon to make every effort because work, which is the primary factor of dignity, is a central concern.

Here we are in front of San Petronio, remembered as Pater et Protector and always pictured with the city on his hands. From here we physically see three constituent aspects of your city: the Church, the Commune and the University. When they communicate and collaborate, they reinforce the precious humanism they express and the city - so to say - "breathes", has a horizon, and is not afraid to face the challenges that arise. I encourage you to appreciate this humanism that you are depositary to look for wise and far-sighted solutions to the complex problems of our time, seeing them as a difficulty, but also as opportunities for growth and improvement. And what I say is true for Italy as a whole and for the whole of Europe.

Dear friends, I am particularly close, putting in the hands of the Lord and of the Madonna di San Luca all your worries and concerns. To you, so venerated by all the Bolognese, we now turn to the Angelus prayer .
